About Bowie’s Act
Bowie’s Act is a citizen-led effort to invite thoughtful public discussion about how South Carolina recognizes companion animals in the law—while keeping responsible care, public safety, and animal welfare at the center.
Where it began
For many South Carolinians, a companion animal is not an ordinary possession. They are a source of comfort, protection, routine, and connection—and they depend on people for care throughout their lives.
Bowie’s Act begins with that lived reality. The campaign asks lawmakers and neighbors to consider a distinct legal status for qualifying companion animals that better reflects the relationship people share with them.
